The 59 finalists of the Green Solutions Awards 2017 were evaluated by 2 juries composed by international experts from various countries: one jury for the 7 building categories and one jury for districts and infrastructures. Executive Director of the Buildings Performance Institute Europe ASBL (BPIE)

Since 2011, Oliver Rapf is Executive Director of BPIE, the Buildings Performance Institute Europe, a Brussels based think-tank with a focus on energy and the built environment. Oliver is leading the strategic and programmatic development of BPIE and is regularly advising governments and private sector stakeholders on the development and implementation of policies and support programmes to improve the energy performance of buildings. Oliver has been active as a jury member of architectural, environmental and sustainability awards, serves on various advisory boards and is a regular speaker at international conferences. Before joining BPIE, Oliver worked for the global conservation organization WWF in various roles, including as Head of the Climate Business Engagement unit of WWF International.

Mr. Florin Andronescu, the director of Alba Local Energy Agency / Romania from its beginning, has more than 25 years’ experience in sustainable energy field. He is an Electrotechnics University graduate; certified energy manager at city level, certified energy auditor for buildings and certified power energy expert. He coordinated the elaboration of the Energy Masterplan for Alba County and of more than 10 SEAPs for CoM signatories. Currently he is Vice President for Energy Efficiency of FEDARENE.

Chairman of the Construction Engineering Quality Standardization Committee of MOHURD. Director of the Editorial Board of Construction Technology and Building Energy Efficiency. Adjunct professor in Tsinghua University, Harbin Institute of Technology, Central South University and Chongqing University. Since 1982, Mao has been engaged in international construction engineering business and technology and design management in China Construction Group. He has carried out many large-scale engineering projects at home and abroad and achieved good economic and social benefits. He has high attainments in international engineering contracting, building construction technology, building technology and design management, enterprise informatization and management. He presided over the first set of corporation standards in China in building industry which is Technical Standard for Construction Engineering Process and provides a successful demonstration for the construction enterprise to establish a technical standard system. He led a number of national science and technology research projects and drafted and approved a number of national, industry and enterprise standards such as "Steel Structure Engineering Construction Code" and "Clear Water Concrete Application Technical Regulations", and published many monographs, nearly 50 papers which made significant contribution to the scientific and technological progress and development of the building industry.

He is a Consultant Expert on Energy Efficiency and an Expert trainer certified ADEME/ADEREE to the training on Thermal Regulation of Construction in Morocco. He is a member of FORMABAT-EE network (Trainers network on Building Energy Efficiency) and the Technical Referent of the Thematic Commission: Sustainable Construction of the Moroccan Cluster EMC (Energy Efficiency of Building Materials). has developed an extensive expertise in the field of Energy Efficiency and Renewable Energy and has over 30 publications in scientific journals and international conferences.

Brahmanand MOHANTY

Brahmanand Mohanty is associated as a faculty member of the School of Environment, Resources and Development of the Asian Institute of Technology (AIT, Thailand). Since 1991, he has also been serving as the regional adviser in Asia for the Environment and Energy Management Agency (ADEME, France). He has published widely and is the author/co-author of books on topics related to energy technology, efficiency and management, sustainable urban energy, energy and the environment. He obtained his doctorate degree in energy from the Institut National Polytechnique, France in 1985.

Senior Officer - Low Carbon Cities Team

Miriam joined ICLEI in 2017. An environmental engineer and senior ICLEI staff member, she supports local governments around the globe with climate change mitigation and sustainable energy roll-out. Miriam builds on experiences made with the EU Covenant of Mayors, helping committed Municipalities, as well as Covenant Coordinators and Supporters with Sustainable Energy Action Plan development, technical inventory work to monitor greenhouse gas (GHG) emissions, and enhancing communication at community level. She is a trainer, mover and shaker - building on 10 years of free-lance engineering with technical expertise on energy savings, energy audits and certifications for buildings, Energy Performance Contracting, and the design of photovoltaic systems.

Miriam speaks Italian, English, French and is learning German.

Pete WALKER

Professor in University of Bath

Pete Walker is a chartered civil/structural engineer and a member of the Institution of Engineers Australia, The Institution of Civil Engineers (UK) and Fellow of the Institution of Structural Engineers (UK). Pete studied at Sheffield City Polytechnic (BSc Civil Engineering) followed by the University of Edinburgh (PhD Structural Engineering). Having previously worked in Zimbabwe (University of Zimbabwe) and Australia (University of New England), Pete joined the Department of Architecture & Civil Engineering at the University of Bath in 1998. He was promoted to Professor in 2006 on becoming Director of the newly formed BRE Centre for Innovative Construction Materials. His current research interests include bio-based construction materials, materials for improved indoor air quality, structural masonry and innovative timber engineering. He teaches structural engineering and materials to undergraduate and postgraduate courses in both Civil Engineering and Architecture. He has published over 250 articles and he has led various research projects, having attracted funding as PI or CI from the H2020, FP7, DEFRA, EASME, EPSRC, Knowledge Transfer Partnerships, Great Western Research, and the Technology Strategy Board (TSB).

A professor rank technical expert who enjoys the high reputation as a distinguished engineer in the area of building energy efficiency, green building, indoor air quality and establishment of related standards. Over the 30 years of professional career, he has led or participated in 19 research projects funded by EU, EPSRC, Global Environment Facility, China Ministry of Housing and Rural Development (MOHURD), China Ministry of Science and Technology, Beijing Municipal Commission of Housing and Urban-Rural Development, Energy Foundation and relative corporations with a total amount of £750 million, published 19 specialized technical books, 148 articles of high impact and claimed 3 patents. Besides, he is the main editor or reviewers of 14 national standards and 6 industrial standards. His contribution significantly accelerates the development of building energy efficiency and transition from conventional building to green building and healthy building in China. Based on his outstanding achievements, he is honored to be the person of “Talent Project in the New Millennium” and “Special Government Allowances of the State Council”.

Arturo ALARCON

Head of Sustainability and Sustainable Construction Area, Spanish Institute of Cement and its Applications (IECA)

Arturo Alarcon Barrio, Industrial Engineer and MSc in Economic Sciences, is Head of Sustainability and Sustainable Construction of the Department of Standardization of the Spanish Institute of Cement and its Applications. Since the creation of the Spanish mirror committee on Sustainable Construction standardization, he has been his secretary, participating actively in the standardization work. Arturo is convenor of the cement panel of the Global EPD Program involved in the development of the concrete and cement average EPDs in Spain. Arturo participates in numerous Committees, Working Groups and Research Projects in the field of sustainable construction and energy efficiency in relation to cement based materials. The energy efficiency of high thermal inertial concrete buildings with active/passive solutions and phase change materials is one of the main activity fields of IECA´s research in this matter.

Graduated in Civil Engineering in architecture in 2008, Aurore Vandenberghe joined the team of the innovative association: Plate-forme Maison Passive (pmp). pmp promotes the development of the Passive House concept in Belgium. She grew with the nonprofit organisation and became in 2011 responsible for the technical projects and studies in thermal research. She currently works as a specialist with the PHPP software for the high energetic performance buildings.

Madame Majida EL OUARDIRHI is an Architect, she was appointed on April 2018 as Secretary General of the Housing and City Policy Department of the Ministry of National Planning, Urban Planning, Housing and City Policy. She has held several positions of responsibility. From 2011 to 2018, she has served as Directrice of the Quality and Technical Affairs Direction, in the Ministry of National Planning, Urban Planning, Housing and City Policy. From 2008 to 2011, she held the post of Regional Inspector of the Ministry of Housing, Urbanism and Spatial Planning of the Doukala-Abda region.

For instance, Assessment Standard for Green Retrofitting of Existing Building, Technical Specification for Green Retrofiring of Existing Building etc.. Moreover, he is the chief editor of Retrofitting of Existing Building Yearbook, Foreign Standards and Cases Studies for Green Retrofitting of Existing buildings etc. Additionally, he is the vice chairman of China Civil Engineering Society, vice chairman of China Architectural Society, vice president of China Certification and Accreditation Association, Deputy director of Expert Committee of China Construction Association, vice chairman of China Green Building Council.

Former Senior Programme Management Coordinator of the City Resilience Profiling Programme at UNHABITAT, she is an expert in applied resilience and was Responsible for Urban Resilience in the Infrastructure Management and Urban Coordination division of the Barcelona City Council, her previous experience includes working as architect in the Urban Projects Department in the Barcelona City Council developing projects related to intregration of infrastructures in consolidated areas. She holds a Masters in Landscape Architecture from the Polytechnical University of Catalonia.

It is within a multidisciplinary team of St.Ar.Tech Management Group, of which Nathalie Abrassart is the co-founder as Manager of Architecture & Creation, that she leads integrated design projects in the private, public and industrial sectors. She has followed numerous post-training courses in the field of energy and environmental performance of buildings. In 2010, it designed the first passive certified private offices in Hainaut. Since then, it has built various passive certified buildings (collective and private housing,...), and various projects have been awarded for their environmental approach - Batex Brussels 2013 winner, nominated for the Hainaut Horizon 2016 prize - Hainaut Province Sustainable Development Prize and winner of the Public Prize as well as recently, the Centenary Eco-neighbourhood, national winner and International Grand Prize Sustainable City Construction21 in 2017. It regularly assists private or public institutions wishing to integrate energy and environmental performance into their real estate projects in terms of assistance, advice and delegated project management. At the same time and since 2009, in order to share her experience, she has joined the University of Mons, the Faculty of Architecture and Urban Planning, where she teaches and further introduces students to professional practice. Urban engineering specialist Youssef Diab has created and managed the Urban Engineering, Environment and Housing Laboratory. He directed the UPEM's urban engineering master's degree and chaired the Cities of Tomorrow Advisory Committee of the General Commissariat for Investment until 2014. His research is at the interface between human sciences and engineering sciences. He animated the research program Paris 2030 of the city of Paris until 2012. He is the author of more than a hundred publications in peer-reviewed journals and international conferences. Engineer of the State School of Public Works in Lyon, doctor of INSA Lyon in civil engineering and holder of a habilitation to direct research in urban engineering. He has directed about twenty theses around the issues of sustainable urban development. He teaches at several Canadian and North American universities, including at the University of Colorado at Boulder on sustainable urban development issues as part of an inter-departmental master's degree.

CAUPD is a national scientific research institution and information center on urban planning, design and research, affiliated to the Ministry of Construction of the People's Republic.

Li Xun is the executive director of Chinese Society for Urban Studies, executive director of China Society of Urban Economy, the editor-in-chief for the magazine Urban Development Research, PhD supervisor of Shandong Architecture University. As an urban planner, Li Xun has engaged in urban planning, design and urban scientific research for nearly 35 years, accomplishing hundreds of urban planning and design projects, achieving Excellent Design Award by Ministry of Construction for 7 times and Huaxia Construction Technology Award for 3 times. As a scholar, he studies extensively and his research field includes urban regional development, urban master planning, small town planning, urban sustainable development, low-carbon eco-city, green building and urban underground space development.

She was at the helm of several projects at the national level. Mrs Thomas has been involved for 15 years in the development of innovative projects with positive impact in non-profit organizations.

Olivier Ortega is a partner at LexCity avocats® and works on public contracts, real estate and sustainable cities. He has developed a particular expertise in energy efficiency. He is a lecturer at Sciences Po Paris and teaches at the University of Montpellier I. He is the author of books and many articles of public law.

David Albertani is currently the Program Director at the R20 Headquarters in Geneva. Also, he has been nominated CEO of the Waste Project Facilitator (WPF) launched by R20 in partnership with EGIS, whose role is to finance waste related feasibility studies. Among other R20 programs, Mr. Albertani successfully managed a waste management program in Oran, Algeria which got him official recognition from the Algerian authorities. Previously, he was a scientific associate in the mathematics department at the University of Geneva. He was specialized in the field of probabilities and mechanical statistics where he published scientific articles on correlation estimates. He has been member of the council of the Swiss Doctoral Program of Mathematics.

He has a master degree in Civil Engineer from Escuela Técnica Superior de Ingenieros de Caminos, Canales y Puertos (ETSICCP), Madrid University and PhD in Seville University. He has been working in the Eduardo Torroja Institute for construction Science (CSIC), in the Quality in Construction Unit, since 1999 to 2016 (Head of Quality in the Construction Area since 2010), where he has been responsible for the development of the Spanish Building Code and has participated in other activities such as the Catalogue of Constructive Elements, or documents supporting the application of legal requirements and different activities in the construction sector. At the same time he is involved in R&D activities dealing with sustainability, energy efficiency and Energy Certification of Buildings. Now is Senior Scientist.
