Giuria Internazionale 2017

Candidates from countries without a Construction21 platform were assessed by a specific jury. Six experts examined the competing case studies and debated to reach a common decision about the most inspiring buildings, districts and infrastructures. Their criteria? The innovation and the performance of course, but also the cost and the reproducibility of the project. The jurors paid a great attention to the message sent to the market, as the winners of the contest should help to show professionals and contractors that new ways of building and refurbishing are possible.

Paula RIVAS HESSE - President of the International Jury 

Technical area responsible in Green Building Council Spain

Paula Rivas Hesse is an architect with a master's degree in Environmental and Bioclimatic Architecture for the Technical School of Architecture of Madrid. She is currently responsible for the Technical Area of the Green Building Council of Spain. Since its inception, it has actively participated in the development of the assessment tool VERDE, which defines the sustainability of buildings.

Lionel BOUSQUET

Head of EPICURIA ARCHITECTES Agency

Alongside Jean-Michel Buron, founder and manager of EPICURIA ARCHITECTES agency, Lionel Bousquet has been developing numerous public projects for more than 15 years. Many projects are in the process or H.Q.E. certification (Sustainable architecture label NF CERTIVEA Tertiaire), and some are positive energy buildings. In particular, he led the design of the Lycée des Mauges in Beaupréau, sustainable Construction Grand Prize winner 2016.

He likes to remind this self-evident truth : "From the first drawing of the competition to the last moment of the construction, each stage is crucial. Space pleasure and space quality are always perfectible". He is an architect D.P.L.G. (School of Architecture Paris-La-Villette, 2000), and also graduated from Ecole Boulle (D.S.A.A. interior design, 1995).

Moreover, he is the chief editor of Retrofitting of Existing Building Yearbook, Foreign Standards and Cases Studies for Green Retrofitting of Existing buildings etc. Additionally, he is the vice chairman of China Civil Engineering Society, vice chairman of China Architectural Society, vice president of China Certification and Accreditation Association, Deputy director of Expert Committee of China Construction Association, vice chairman of China Green Building Council.

The agency analyses numerous sustainable development criteria to include energy, environmental concepts, water treatment, mobility and social impact in each project.

Dr. Brahmanand Mohanty,

Brahmanand Mohanty is associated as a faculty member of the School of Environment, Resources and Development of the Asian Institute of Technology (AIT, Thailand). Since 1991, he has also been serving as the regional adviser in Asia for the Environment and Energy Management Agency (ADEME, France). He has published widely and is the author/co-author of books on topics related to energy technology, efficiency and management, sustainable urban energy, energy and the environment. He obtained his doctorate degree in energy from the Institut National Polytechnique, France in 1985.

Mohammed Ahachad, Prof. Dr. at the Faculty of Sciences and Techniques of Tangier since 1996. He is a Consultant Expert on Energy Efficiency and an Expert trainer certified ADEME/ADEREE to the training on Thermal Regulation of Construction in Morocco. He is a member of FORMABAT-EE network (Trainers network on Building Energy Efficiency) and the Technical Referent of the Thematic Commission: Sustainable Construction of the Moroccan Cluster EMC (Energy Efficiency of Building Materials). has developed an extensive expertise in the field of Energy Efficiency and Renewable Energy and has over 30 publications in scientific journals and international conferences.

Arturo ALARCON

Head of Sustainability and Sustainable Construction Area, Spanish Institute of Cement and its Applications (IECA)

Arturo Alarcon Barrio, Industrial Engineer and MSc in Economic Sciences, is Head of Sustainability and Sustainable Construction of the Department of Standardization of the Spanish Institute of Cement and its Applications. Since the creation of the Spanish mirror committee on Sustainable Construction standardization, he has been his secretary, participating actively in the standardization work. Arturo is convenor of the cement panel of the Global EPD Program involved in the development of the concrete and cement average EPDs in Spain. Arturo participates in numerous Committees, Working Groups and Research Projects in the field of sustainable construction and energy efficiency in relation to cement based materials. The energy efficiency of high thermal inertial concrete buildings with active/passive solutions and phase change materials is one of the main activity fields of IECA´s research in this matter.

A professor rank technical expert who enjoys the high reputation as a distinguished engineer in the area of building energy efficiency, green building, indoor air quality and establishment of related standards. Over the 30 years of professional career, he has led or participated in 19 research projects funded by EU, EPSRC, Global Environment Facility, China Ministry of Housing and Rural Development (MOHURD), China Ministry of Science and Technology, Beijing Municipal Commission of Housing and Urban-Rural Development, Energy Foundation and relative corporations with a total amount of £750 million, published 19 specialized technical books, 148 articles of high impact and claimed 3 patents. Besides, he is the main editor or reviewers of 14 national standards and 6 industrial standards. His contribution significantly accelerates the development of building energy efficiency and transition from conventional building to green building and healthy building in China. Based on his outstanding achievements, he is honored to be the person of “Talent Project in the New Millennium” and “Special Government Allowances of the State Council”.

Youssef DIAB,

Professeur des universités en urbanisme et aménagement de l’espace à l’Université Paris-Est Marne-la-Vallée, Directeur scientifique de l’École des ingénieurs de la ville de Paris

Spécialiste de génie urbain, Youssef Diab a créé et dirigé le Laboratoire génie urbain, environnement et habitat. Il a dirigé le master génie urbain de l’UPEM et a présidé le comité consultatif Villes de Demain du Commissariat général à l’investissement jusqu’en 2014.

Ses recherches sont à l’interface entre sciences de l’homme et les sciences de l’ingénieur. Il a animé le programme de recherche Paris 2030 de la ville de Paris jusqu’à 2012. Il est l’auteur de plus d’une centaine de publications dans des revues et conférences internationales à comité de lecture.

Ingénieur de l’École nationale des travaux publics de l’État à Lyon, docteur de l’INSA de Lyon en génie civil et titulaire d’une Habilitation à diriger des recherches en génie urbain. Il a dirigé une vingtaine de thèses autour des questions de développement urbain durable. Il enseigne dans plusieurs universités canadiennes et nord-américaines, notamment à l’Université du Colorado à Boulder sur les questions de développement urbain durable dans le cadre d’un master inter-département.

His work gives him the opportunity to develop the concept of the Smart City - Living City - and now he appears as a well known player in France and abroad. Chairing the Scientific Committee of the International Forum of the Human Smart City, Live in a living City, he wants to contribute with that community a vision of the Smart City of tomorrow as a citizen-centric city, a city which places people and life through services and uses in the heart of the issues. In his approach to serve the general interest, he strives to build connections as intermediary between various worlds that often are far from each other. He was awarded the rank of Chevalier of the Order of the Legion of Honour in Paris in 2010. Since February, 2015, Professor Carlos MORENO is the Mayor of Paris’ Special Envoy for Smart Cities.

She brings a practical understanding of construction and development drivers and processes at both macro and micro level. Combining this with engagement in policy she is able to bring insight into the technical, political, financial and behavioural aspects of sustainable development.

David Albertani is currently the Program Director at the R20 Headquarters in Geneva. Also, he has been nominated CEO of the Waste Project Facilitator (WPF) launched by R20 in partnership with EGIS, whose role is to finance waste related feasibility studies. Among other R20 programs, Mr. Albertani successfully managed a waste management program in Oran, Algeria which got him official recognition from the Algerian authorities. Previously, he was a scientific associate in the mathematics department at the University of Geneva. He was specialized in the field of probabilities and mechanical statistics where he published scientific articles on correlation estimates. He has been member of the council of the Swiss Doctoral Program of Mathematics.

Inès DAHMOUNI MIMITA

Architect and urban planner, MD architectes

Inès Dahmouni graduated as an Architect from ENAU in 2000. She also obtained a postgraduate diploma entitled "The Architectural and Urban Project, Theory and Devices" at the Paris Belleville School of Architecture in 2002. Mrs Dahmouni has extensive experience in urban planning and sustainable design, she holds a HQE (Hight Environmental Quality) accreditation in sustainable urban design and is as well a LEED (Leadership in Energy and Environmental Design) accredited Professional in building design and construction.

She has assumed leading responsibilities under several large-scale projects in France and abroad. These projects are clearly at the heart of environmental concerns and at the forefront of innovations in sustainable development, notably like the Russian project "Skolkovo Techno park" (60 ha) in Moscow, "The Reliance Industry headquarters" (300 ha) in Mumbai and the District of "Ivry confluences" (150 ha) in the region of Paris.

Since 2013 she is the co-owner and co-founder of MDarchitectes studio in Tunisia. MDarchitectes worked on several architectural and urban projects in France, Tunisia and in Western Africa.

CAUPD is a national scientific research institution and information center on urban planning, design and research, affiliated to the Ministry of Construction of the People's Republic.

Li Xun is the executive director of Chinese Society for Urban Studies, executive director of China Society of Urban Economy, the editor-in-chief for the magazine Urban Development Research, PhD supervisor of Shandong Architecture University. As an urban planner, Li Xun has engaged in urban planning, design and urban scientific research for nearly 35 years, accomplishing hundreds of urban planning and design projects, achieving Excellent Design Award by Ministry of Construction for 7 times and Huaxia Construction Technology Award for 3 times. As a scholar, he studies extensively and his research field includes urban regional development, urban master planning, small town planning, urban sustainable development, low-carbon eco-city, green building and urban underground space development.

Miriam BADINO

Senior Officer - Low Carbon Cities Team

Miriam joined ICLEI in 2017. An environmental engineer and senior ICLEI staff member, she supports local governments around the globe with climate change mitigation and sustainable energy roll-out. Miriam builds on experiences made with the EU Covenant of Mayors, helping committed Municipalities, as well as Covenant Coordinators and Supporters with Sustainable Energy Action Plan development, technical inventory work to monitor greenhouse gas (GHG) emissions, and enhancing communication at community level. She is a trainer, mover and shaker - building on 10 years of free-lance engineering with technical expertise on energy savings, energy audits and certifications for buildings, Energy Performance Contracting, and the design of photovoltaic systems.

Julien L’HOEST joined the consulting engineering firm Energie et Environnement S.A. in 2007 after participating for 1 year in a research project on building dynamic thermal simulation for the University of Liège. Former Senior Programme Management Coordinator of the City Resilience Profiling Programme at UNHABITAT, she is an expert in applied resilience and was Responsible for Urban Resilience in the Infrastructure Management and Urban Coordination division of the Barcelona City Council, her previous experience includes working as architect in the Urban Projects Department in the Barcelona City Council developing projects related to intregration of infrastructures in consolidated areas. She holds a Masters in Landscape Architecture from the Polytechnical University of Catalonia.
