Future cohesion policy in the 2014-2020 EU budget – European Commission released the “Common Strategic Framework” - what's in it for buildings?

The Commission presented on 14 March 2012 the "Common Strategic Framework" (CSF). It is intended to help in setting strategic direction for the next financial planning period from 2014 to 2020 in Member States and their regions. It will enable a far better combining of various funds to maximize the impact of EU investments. National and regional authorities will use this framework as the basis for drafting their 'Partnership Contracts' with the Commission, committing themselves to meeting Europe's growth and jobs targets for 2020.

According to the CSF in the 2014-2020 programming period Member States should include more clear targets and objectives for supporting the shift towards a low carbon economy. As far as buildings are concerned we should expect clear funding opportunities in the upcoming budget for actions like: investments in the wider use of Energy Performance Contracting in the public buildings and housing sectors, energy efficiency and renewable heating and cooling in public buildings, demonstration of zero energy and positive energy buildings, deep renovation of existing buildings to beyond cost optimal level.
