Paolo Tosolini - How to raise the number of nZEBs in Europe? Experts provide their insights into probing questions

DIRECTION’s second replication workshop took place in September, organised by Eurac in Bolzano, Italy. This is one of three workshops organised as part of DIRECTION’s outreach aimed at maximising replicability potential as the project enters its final months.

Do you think there is a real market for nZEBs in Europe in the short term?
I cannot say that there is a real market as I have never done a detailed analysis. But my feeling is that for sure in the medium term, with the development of the "Culture of Living" in the population, there will be rapid growth. At the same time, with ever greater cultural awareness, we should avoid a “haute couture” phenomenon in proposals for improving energy efficiency of buildings.

Which governmental initiatives (regulation, public funding, etc.) could ensure the growth of the nZEB market, making nZEBs more appealing to public and private developers and end users? Or does the private sector need to take the lead? Why?
Surely, as already happens in some local situations, workers and entrepreneurs need to be "encouraged" with practical initiatives, such as volumetric bonuses and/or tax incentives. Therefore, in my opinion, the actions must come mainly by the Public Legislator.

Do you believe your company would benefit from a higher market share of nZEBs compared to traditional buildings?
Innovation and research are an integral part of this growing culture mentioned above. They are determining factors in the medium term for the growth of companies and may therefore lead to increases in market share.

How could the design of nZEBs be integrated into public tendering processes?
Since I don’t deal with public procurement I cannot speak about this.

Integrated design process of nZEBs with SMEs and craftsmen: is it possible? How?
From my experience it is not the size of small businesses or artisans that can affect their involvement in the construction of these buildings. Of course sometimes the lack of resources means small artisans may miss out on developing and having cutting-edge technology or software. But going back to the innovative and cultural "mind-set", often small businesses are more ready to adapt/change to meet new requirements and this versatility, combined with the desire to innovate, is rewarding.
